Unify Scripts Panel naming for the script and shader editors 
Both use the same shortcut and action, so it makes sense to call it
a Files panel as opposed to a Scripts panel.

- Adds `is_valid_unicode_identifier()`
- Adds `is_valid_ascii_identifier()`
- Deprecates `is_valid_identifier()`
- Renames `validate_identifier()` to `validate_ascii_identifier()`
